陈平华个人简介

. 个人简况

陈平华,男,1971年生,博士,研究员,博士生导师。现任农业部转基因生物产品成分检测室主任、福建省转基因安全管理评审专家、福建省高等学校科技创新团队责任专家。1991-1998年于河南农业大学先后获得学士和硕士学位。2001年于福建农林大学获博士学位。2005-2006以访问学者身份赴美国农业部(USDA)甘蔗研究所植物分子遗传部开展合作研究。2010年作为中国甘蔗协会分子育种代表参加在墨西哥举办的第二十七届国际甘蔗技师协会,应邀作大会专题报告。2013年赴奥地利和法国参加植物遗传学和病理学学术会议。近5年先后主持国家基金、948计划、省重点、农业转基因生物安全技术检测、农业部转基因生物安全管理等省部级项目多项先后骨干参加国家863计划、国家攻关引导、948重大、高技术产业化、跨越计划等多个重大项目。主要开展植物基因工程、转基因检测、作物分子育种等领域研究,作为主持在植物单细胞(花粉)分子遗传研究方面的研究成果达到国际先进水平,在《Journal of Integrative Plant Biology》、《SugarTech》、《应用与环境生物学报》、《基因组学与应用生物学》、《分子植物育种》等国内外刊物发表论文三十多篇,其中第一作者SCI收录1篇,参与出版专著3部、育成品种2个。研究成果第一发明人获得授权专利10项,制订国家标准1项,为国际甘蔗技师协会会员、美国农业部名誉职员,《Journal of Integrative Plant Biology》、《热带作物学报》等期刊审稿人,国家自然基金、广西自然基金等项目评审专家。先后被评为优秀教师、先进党务工作者,为国家甘蔗工程中心质标室作物转基因研究与检测方向学科带头人之一,先后指导博、硕士研究生、留学生十余名。

RESEARCH  EXPERIENCE:

Conduct plant molecularbreeding research at two internationally recognized sugarcane research stations with the primary goal of developing disease resistant high yielding cultivars. At the Sugarcane Research Institute in Fuzhou, research involves1Molecular detection: development and modification of screening and detectiontechniques for pollenand transgenic plants, and molecular marker-assisted breeding;2Gene cloning:transcription factor genes regulatingbiosynthesis ofanthocyanin, house keeping genesof sugarcane, CP, pro genes of ScMV and ScYLV; 3) Genetic engineering: development of multivalent transgenic plants resistant to insects, viruses and herbicide. AtUSDA-ARS Sugarcane Research Unit, I participated in a research team that initiated on the development of high-throughput procedure for single pollen grain collection and Polymerase Chain Reaction in plants, and SSR marker-based analysis of genetic relatedness among sugarcane cultivars from breeding programs in China and other countries.

EXPERIENCEon Supervision and TestingofGMOs and Derived Products:

Established the Lab for supervision,inspection and testing of GMOs and derived products of Ministry of Agriculture in 2007, and consult formally with government, breeding organizations and large enterprises for detection of GMOs and Derived Products.

Identify genes, promoters and terminators applied in gene engineering and transgenic events, more than ten kinds of crops involved including rice, corn, soybean, rapeseed, cotton, tomato, potato, tobacco, beet, sugar cane, etc.

Organize certification and accreditation of the Lab for supervision,inspection and testing of GMOs and derived products supervised by Ministry of Agriculture and CNCAtriennially.

Organize capability verification of the Lab for supervision,inspection and testing of GMOs and derived products supervised by Ministry of Agriculture annually.

Take charge of the projects on supervision and testing of GMOs and derived products, including sampling in supermarkets, trade markets andgrain &oil wholesale marketsnationwide, as well as detection.

Serve formally on government providing inspection reports and information used in administrative decisions

Serve formally onCrop Breeding Institutes providing inspection reports and information for releaseor non-releaseof cultivars to crop growers.
